    "Introducing the guidelines, the Audit Commission said they were designed to be flexible and allow public sector organisations to take into account local risks and resources."

    In other words, if you get into trouble claim that, "we were following guidelines." Otherwise, ignore the guidelines and do what you want under the guise of flexibility and "local issues".
