So who's gonna develop the kit for this?

OK, so they're going to make a nice big clean room for this, but who's going to pay for the development of the machines to fill it? Given most industry people are barely at 300mm yet, with many still at 200mm and even 150mm, the return on investment for the equipment suppliers is very small as the investment is huge.
