I think we have our new smiley. I was tired of :-( when I'd really like an emoticon that says "you're a wanker".
The OGC logo doesn't really matter, the letters themselves are enough in Arial typeface.

So, broadly speaking, they are advising councils how to organise procurements so as to avoid scrutiny and transparency - and they used public money to produce this report. Nice.
