I have experience dealing with some of the suppliers on that list... awful, really awful!!!

Govt ICT Strategy - more words on paper

Cabinet Office write and departments carry on as usual.

Either there exist strategic benefits, efficiency through competition, opportunities for localism, promotion of use more open source or

OGC subverts the requirement for tendering through pre-qualification and HMRC invents a need for a one stop solution for government.

Clearly one efficiency would be to scrap the CIO Council and its multitudinous support committees, because it's always business as usual.
