Sounds like they're trying to "create a monetizing incentive" using written-off equipment.
Personally I don't even have a credit card for, amongst others, security reasons. On a darker note, stolen-but-still-valid CCs are a dime a dozen nowadays, meansing that this is a nice opportunity for another botnet c-n-c net or two. Or a dozen. That sort of thing doesn't run to whole ECUs, but just needs a place to live and some bandwidth.
Not sure what you could do about that without getting needlessly repressive on law abiding citizens, short of replacing the whole CC concept with something less horribly and unfixably broken.
