    When I worked there sales took something like five years to arrange and salesmen were always being pushed hard to try and bring closure before the end of the current financial year (by the beancounters running the company). The customers *know* this is how Cray and other "big deal" suppliers operate and hold off contracts until EOFY, with many wanting to purchase at the very last second. And I mean with literally minutes/seconds to spare deals are signed!

    Its the same thing the US gov is doing - they have a deadline and both sides are looking for an advantage with both sides knowing the deal will be made before the deadline...
