Three years from now there will be a delay, then another delay, then a delay to rehash things to catch up with new technology, then another delay. In the meantime costs will rise, they will go over budget, then go cap in hand asking for more money, because it is so complex and difficult.

8 years later, it will still not be finished, a new supplier will take over and claim it has to be completely redone. more money will be spent, the projects will then be cancelled and more money will be paid to pay off and compensate the suppliers. The new government will blame the old one.
