How do you expect India to fund all that? Hmm? Long term, you need things like "a space program" to drive innovation and economic development in a country that has three times the population of the USA crammed into that itty bitty little nation.
And look, already foreign nations are booking passage on Indian rockets! I'd say India's space program is doing it's job*.
*The other job, of course, being to let China know in no uncertain terms that it has the ability to put nuclear warheads wherever it wants on this Earth, and China is not going to push India around. True. Although historically it's Pakistan that India seems to have gone to war with most frequently.

I'm wondering about the practicality of such a claim given that unless India would want to be known as the one deploying nukes first, it might have a hard time resisting a state that could well afford to overwhelm it with sheer numbers in a classical-weapons-only type campaign...

If you're right, then you just nullified the UK's defence strategy for the last fifty or sixty years. The purpose of nuclear deterrence is to assure your potential enemy that a military incursion will be met with a nuclear response. The aggressor cannot assume that he is starting a "classical-weapons-only type campaign".
It gets scary when, as in the nineteen sixties, two nuclear powers try to see how big they can puff themselves up behind such a threat, and I guess that neither India nor China want to go there. So what we have at the moment between them is a sort of nuclear deterrent deterrence.

It's work in progress. To do this they need money. To get money they need a strong economy. To get a strong economy they need a good technological infrastructure to sell their services to countries that need them.
One of the ways they can achieve this is to build and/or launch their own satellites and prove to the world that they are every bit as competent in this area as the US or China or Russia. The money and expertise that this generates gets fed back into the Country.

In 2005 there were an estimated 400 million people in poverty (approx 37%).
In 1994 there were 45% in poverty
In 2013 there were 269 million (approx 22%).
Clearly poverty is reducing in India.
I believe they've met your criteria since you didn't bother to state what an acceptable level was.
Compare that to the UK where approx 15% are in poverty and the levels have actually increased by 1% between 1994 and 2012.
Sure in terms of people India has more people in poverty but they are actively working to reduce it.
To reduce poverty they need to get money. To get money ... Oh I've already said all that.

Meethinks it's simply the fact that as a nation they are progressing in leaps about bounds with regards to technology that's really bugging you. It's the fact that India can launch things into space while the UK can at best build a high speed railway that's really pissing you off I think.
India launched this satellites for other countries . Canada and France . And they were charged for it . Don't just comment without having the correct information . You said we don't need satellites lets see how you are gonna live without weather forecast system , telivision and internet . Indian space program has saved a lot of lives during the cyclones last year . There have also made us independent when it comes to haveing transponder capacity . Otherwise we would have to pay a hefty sum for launches by other countries .
