    Of course, the fact that companies like Capita have been spinning up/buying up boutique consultancies which allows them to bid as an SME may *just* be skewing the actual meaning of these figures.

    For example, the bit of Capita that's doing the Smart Meter rollout is "Smart DCC" who are a wholly owned subsidiary, but small enough to classify as SME for GCloud procurement.

      I thought if you're a wholly-owned subsidiary of a non-SME you become a non-SME by default - you need to be autonomous I think, per EU guidance helpfully simplified by BiP here http://www.bipsolutions.com/docstore/pdf/10684-8.pdf
