So no surprise the answers are confusing.

The fact is, as is the case with all government frameworks, is that the supplier still needs to sell their services to the customer. Sitting back and waiting for customers to buy won't work. The frameworks are a route to market and a way that suppliers can facilitate the actual purchase process, once the customer has decided that they want to buy the service or product.
