    And people wonder why only the "The Usual Suspects (TM)" can afford to apply for this sort of thing.

    And remember this is a relatively low value contract.

    have to agree with above.

    the tender process for these contracts are designed to keep the smaller localized companies well away ... "move on nothing to see here" springs to mind.
