Make it a condition that any new service blocks all outgoing email until a minimum of 3 months service has been paid in full. That'll make it too costly for spammers to use the service. And do tis for all clouds, not just SoftLayer.

criminal damage
it would be nice if the legal definition of "criminal damage" extended to sending large volumes of spam. Then ISPs would have to be more careful about selection of clients, due to potential (legal) damage that spammers would do to them.
Also, I'm very, very disappointed in IBM !
