      Did you read what they're saying? here and here. The monitoring of Internet-related policy developments at the global level, and the idea of avoiding "policy silos" doesn't sound like what you'd hear from a group with censorship or control in mind.

      The following statement is the nearest to your claimed "censorship' that I could find:

      There is a clear case for a limited and focused public intervention, on the Internet as in any other field of human life.

      To my way of thinking, that's not even close to censorship. If you actually read their communications, you will see that they are indeed very professional and in sharp contrast to political or personal submissions on this subject. The ICANN NetMundial group are mere amateurs compared to the Global Internet Policy Observatory.

        Do I really have to remind you that "limited and focused" censoring of the internet in the EU currently includes all porn, supporting unpopular political isms, "trolling" (i.e. causing someone to get upset), anything which anyone might consider copyright infringement, consensual S&M sex, insulting Islam, and google supplying completely accurate and publicly available information to EU citizens if the subject of the information doesn't want it known.

        This list is growing rapidly.

        The EU is strongly, deeply, fully, committed to censorship of the internet and control over the information flow to its citizens. It has absolutely zero commitment to freedom of speech.
