The answer is simple !! They are _NOT_ foolish enough to bid for undeliverable projects based on politics and wishful thinking instead of logic and analysis and proper funding !!

Take our Great British Shining Examples in the world of IT - the NHS project, the Home Office biometrics projects, the HMCR tax project, ad nauseum...

Then again, it's not just in IT that these things happen. How about the Pride of London - the Millineum Dome !! Or, even better, Wembley Stadium !!
