Top boffins not stumped as claimed
The previous fusion reactor to ITER was JET, and was an experimental fusion reaction to prove the concepts were correct. It was never scaled or desined to produce power.
It was the work at JET that provided the design parameters for ITER which IS designed to prove you can produce more power than you put in, followed then by a commerical prototype.
