No flames, just unworkable. Until the phone can tell whether it belongs to the driver or the passengers then you've left out a pretty fundamental input. Stop every single passenger on a bus or a train from using their phones? Bit of overkill.
Only way I can see it working is if it was voluntary and the driver turned it on, which would have the exact same effect as the driver currently choosing to not use it anyway.
I suspect the solution is not technical, its just someone having the balls to enforce the laws and enact penalties to sieze the bloody things from those idiots who insist on driving around texting and yabbering away instead of looking out the big glass bit in front of them and paying attention.
At the age of 10 in about 1975 I inherited a huge pile of magazines from somewhere, can't quite remember the title but it was "World of Tomorrow" or "Towards tomorrow" or something like that. There was at least one big article in there about "Huge airships coming by the year 2000". Seems they're always "in the next ten years"
Too many cell-phone addicted foot-bound idiots want other people to do the thinking for them. I'm amazed at the number of idiots I see every day who walk straight onto the road without looking, eyes glazed over staring at the 2" screen in their hand as they desperately update their myspace, facebook or twitter updates to say "i'm off the train now, i'll be with you in... *SPLAT*
Think of it as evolution in action, make the cars quieter and put a dirty great steel spike pointing up from the centre of the steering wheel. People inside and outside the car will pay more attention to their driving.
Sadly, modern society ranks the purported "right" to drive a car and the "right" to fiddle with your phone higher than they rank the value of a human life. If you ever want to kill someone don't use a gun, don't use a knife, just run over them with a car and even if you do go to court you'll get off with a trivial sentence.
Its one area where Windows is now well behind the linux distributions, a single unified update. I can run apt-get and update all the packages on my linux machine, but on the Windows box each app does it its own way, if at all. Having a common API where installed Windows apps could register an update URL with the OS and then have the "Windows update" check all of these would be hugely advantageous, and stop a lot of wheel-reinvention.
On the other hand, it seems obvious and useful so it'll probably never happen.
I lived in a suburb called "Cook" for fourteen years and for as long as I remember the easily amused would change an "o" to a "c". A "Nirvana street" here had their sign ripped off many times over mean years, no, not by enraged Buddhists, by Cobain fans.
As others have said, where do you stop? Maybe they just need to remove all the street signs entirely and claim its a security measure, same as many councils did with public rubbish bins - nothing to do with security, everything to do with cost savings of not emptying them.

What a crock; "pre-beta" is alpha if you wish to stick arbitrary labels along various points in your development cycle, or has even your labeling now been taken over by the marketing people?
Joke is how labels are now applied, production is now beta without the responsibility, products are pre-ordered not ordered, and pre-beta is the new alpha.
So does this mean that if a lecturer at school advises students to 'read pp147-149 of book xyz' that the author can sue for "deep linking" into a book, since the students should be *forced* to read the entire book from page start to finish?

Yep, high-powered lasers are forbidden weapons. Anything over 1 milliwatt classifies as a prohibited weapon here in Oz... and as a for a plasma rifle in the 40W range...
Only problem with the new design, and indeed the last new design, of the IXUS pocket cameras is that they've been getting smaller and smoother and harder to keep a grip on. My IXUS300 was ok, the IXUS700 is kinda slippery and easy to drop.
The new one looks almost like a bar of soap.
My wife weighs 51kg, I way 76kg. We pay the same for tickets for a single seat, if either one of us is 1kg over-weight with our luggage we're gouged massive amounts of money in "excess baggage" as the airlines claim "it costs money to lift the weight". Yet 120kg+ people happily pay the same for a ticket and get the same luggage allowance.
The ticket price should be for a single seat plus a total of 100kg, if you and your luggage is over, you pay a per-kilo charge.
Country boundarys have always been fluid, the old 18th century divisions of countries by the then powers are being recognised as the artificialities that all country boundaries are. On the one hand you have larger regional conglomerations such as the EU forming, on the other, existing distinctive groups want their own identity and their own lands, like the Basques, the Scots and the Cornish.
The other part of it is a problem the world over, rich people move in and buy up the quaint housing in cheap rural areas and the locals have to move out. Vast areas of the Australian coast are now wall-to-wall tourist towns, the only full time residents being cashed-up retirees.
